{"id":18086,"date":"2023-09-09T23:18:04","date_gmt":"2023-09-09T22:18:04","guid":{"rendered":"https:\/\/bfwg.org.uk\/bfwg2\/civil-society-raises-awareness-on-the-istanbul-convention-in-bulgaria\/"},"modified":"2023-09-09T23:18:04","modified_gmt":"2023-09-09T22:18:04","slug":"civil-society-raises-awareness-on-the-istanbul-convention-in-bulgaria","status":"publish","type":"post","link":"https:\/\/bfwg.org.uk\/bfwg2\/civil-society-raises-awareness-on-the-istanbul-convention-in-bulgaria\/","title":{"rendered":"Civil society raises awareness on the Istanbul Convention in Bulgaria"},"content":{"rendered":"<\/p>\n<p>\u00a0<\/p>\n<p><strong>The <a href=\"https:\/\/womenlobbybulgaria.org\/portfolio\/against-fascism-tales\/\">Bulgarian Platform European Women\u2019s Lobby<\/a> (Bulgarian Platform \u2013 EWL) has finalised a communication and advocacy project on the <a href=\"https:\/\/www.coe.int\/en\/web\/istanbul-convention\/text-of-the-convention\">Council of Europe Convention on preventing and combatting violence against women and domestic violence<\/a>(Istanbul Convention). <\/strong><\/p>\n<p><strong>It has run from November 2022 to June 2023 and is one of two projects selected in Bulgaria under the <a href=\"https:\/\/www.coe.int\/en\/web\/genderequality\/multi-country-programme-ending-violence-against-women\">call for proposals <\/a>and funded by the Council of Europe programme <a href=\"https:\/\/www.coe.int\/en\/web\/genderequality\/multi-country-programme-ending-violence-against-women\">\u201cEnding violence against women: multi-country programme\u201d<\/a>.<\/strong><\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p>Bulgaria is still one of the few European countries that have not yet ratified the Istanbul Convention while domestic violence is an institutional issue and one in three women in Bulgaria is a victim of violence.<\/p>\n<p><em>\u201cMost of Bulgarian society believes that the Convention opens the door to same-sex marriages and to fostering the so-called \u2018gender ideology\u2019\u2026same-sex marriages are not mentioned anywhere in the Istanbul Convention\u201d\u00a0<\/em><strong>European Women\u2019s Lobby (EWL) President Iliana Balabanova<\/strong> said in a BTA interview.\u00a0\u00a0<em>\u201cIt only says that any victim of domestic violence or of gender-based violence has the right to protection, without distinction as to race, education, sexual orientation, etc. Even before the Convention was drafted Bulgaria adopted a Protection against Discrimination Act, which says precisely this: every person is entitled to protection against discrimination\u2026 that is precisely where I see the problem in power-holders at the national level, as well as on a global scale \u2013 using that manipulation of the public for the sole purpose of achieving their political goals\u201d<\/em> noted her.<\/p>\n<p>The Bulgarian Platform \u2013 EWL project aimed to raise awareness about the values, aims, provisions and benefits of the Istanbul Convention among Bulgarian decision-makers and society. \u00a0The campaign was based on the <a href=\"https:\/\/www.coe.int\/en\/web\/genderequality\/-\/new-methodology-and-toolkit-to-help-civil-society-organisations-to-run-awareness-raising-campaigns-on-the-istanbul-convention\">methodology\u00a0<\/a>developed by the the Council of Europe <a href=\"https:\/\/www.coe.int\/en\/web\/genderequality\/co-operation-projects\">Gender Equality Division<\/a>, Women Against Violence Europe Network (<a href=\"https:\/\/wave-network.org\/\">WAVE<\/a>) and \u00a0<a href=\"https:\/\/www.unwomen.org\/en\">UN Women.<\/a><br \/>\nThe Bulgarian Platform EWL reached over<strong> 3000 people <\/strong>and created a group of allies including politicians, public officials, academics, mass media, young people and civil society organisations. \u00a0Whereas changes in perceptions and attitudes don\u2019t come overnight, the campaign helped to put the topic of combating violence against women and domestic violence in the Bulgarian new cabinet\u2019s political agenda. \u00a0The project featured many activities including:<br \/>\n\u2022\u00a0\u00a0 \u00a0A <strong>Political forum<\/strong> in December 2022 in Sofia that gathered over <strong>100 participant<\/strong>s from European and Bulgarian institutions. It was organised in cooperation with the Bulgarian Fund for Women.<br \/>\n\u2022\u00a0\u00a0 \u00a03 <strong>open letters <\/strong>sent to the Bulgarian politicians lobbying for the urgent adoption of legislation in line with the Council of Europe standards.<br \/>\n\u2022\u00a0\u00a0 \u00a0A conference <strong>\u201cProtecting women\u2019s and girls\u2019 rights against domestic violence and gender-based violence\u201d<\/strong> in March 2023 in Plovdiv, <strong>that<\/strong> gathered over <strong>70 representatives<\/strong> of civil society, students and academics. It was organised in cooperation with the University of Plovdiv, and with the active support of the Gender Alternatives Foundation.<br \/>\n\u2022\u00a0\u00a0 \u00a0Many <strong>Council of Europe communication materials <\/strong>were adapted to the national context, translated, promoted and disseminated reaching over <strong>1000 people<\/strong>.<br \/>\n\u2022\u00a0\u00a0 \u00a0A <strong>social media campaign<\/strong> reached over <strong>2000 viewers<\/strong>.<br \/>\n\u201cWith the great contribution of the project, on 21 July 2023, after years of discussions, the Bulgarian Parliament adopted the amendments to the Law on Protection from Domestic Violence.
